Inflate the specified rectangle by a rectangle, keeping the center invariant.

rect: Type: System.WindowsRect
Rectangle (top less than bottom!!!) to inflate.
factor: Type: SystemDouble
Values higher than 1 inflate the rectangle, values between 0 and 1 shrink it. Negative values are not recommended.

Type: Rect
Inflated/shrunken rectangle.
